Widget background colour is only available for a selection of widgets and can only be used in the following scenarios:
Full width regions (i.e. 12 columns)
Sites with full width headers (minimal headers are not supported)
No sidebar
Certified Item Styles
Not all item styles are supported in all width regions - please refer to the below documentation for information on certified widget/item style/region combinations:
